It's crash . This happens because you have turned Perhaps xfire so when you play gta3 better off Xfire . GTALU > Click Properties > Click Compatibility > Click Run Compatibility Mode > Click Windows 98 / Windows Me. Click Ok / Apply then start.   PS.u understand english?

Just looked this crash up and its down to initialising the GUI system. Caused by an invalid directx device which shouldnt happen.

Do you have any overlays enabled (such as xfire mentioned above) and does gta3 single player run?

If possible, can you paste the crash log for this crash? It can be found in your documents folder, gta3 user files, lu, logs
