No you can't, Can allow players to use them on your server tho. But they'll have to download them.

make maps to automatically retrieve the client?
or remove restrictions on modifying the file default.dat?

I just need to change GTA3 was working on an internal network
at customers can download it from web server
is it possible?

If you modify the default.dat on the server and add it to UAC, then anyone who connects will require the same default.dat. This stops people using their own maps when they shouldn't but also allowing custom maps to be used.

Also, you can create objects in LU to create maps, but GTA3 has crap objects so its not that good.

Yes gta 3 objects are not easy to place because, they work only on a certain insland and if you choose the wrong island the obj won't have the collision. But for that i know there is something for fix that, you must  creat a collision file for the certain IPL.  :)
Ps: Don't ask me how beacause i don't remember how.
