This is a Total Conversion Mod for GTA3 created by OnePiece together with many ideas from GTAForums members.
History:
Sometime around 2009 a huge civil wore broke out in America, assassinations and killings were common. One of the worst hit places was Liberty City were any one in a position of power was killed, leaving the city without a leader.
All police and army units were wither destroyed or assimilated into the civil groups.
Basic features:
There are few cars left and the only cars left in Liberty are damaged, rusted a quite ancient looking. Driving is a privilege.
Much more ground combat than GTA3, tactics other than drivebys have to be used for effective survival.
All weapons are being made with more detail.
The civilians that are left have a small aresonal of weapons left from the army but only the basic weapons really (bats, pistols, uzis, sometimes ak's and grenades.)
Liberty underwent several changes before its downfall in 2009, be on the look out for different areas, but you will also be seeing alot more ruined and leveled buildings around. Car bodies litter the streets.
There hasn't been power in Liberty for a long time, the nights are dark.
The gates to Liberty stadium have been broken open, enjoy.
All civilians should be treated with extreme caution.
Gangs have taken over parts of the city and in some places even changed the names.
There is no more law in Liberty City, but don't think that this will make surviving any easier.

Brand new cars(no replacements) - EX:Ogar 500,made specially to explore the sewers.
Extra cars(ex: school bus,which has an enterable interior)
Ghosttown(aka Redfern) fully completed with a sewer system.
Random non-destroyed new buildings like the new SSV observatory.
Bombed dam,which drained all of the water,together with a destroyed airport.
New plane - Learjet,replacing the dodo,which handles much more smoothly.
The tunnels fully completed with car bodies.
Road holes!
Portland docks ship crashed against the portland beach.
Ability to get onto the portland safehouse through the movie cinema(other of the many interiors).
Brand ''new'' old billboards made by GTAForums people to replace the old ones.

Overall an excellent mod.The interiors and the constant warfield makes this game more interesting,together with lots of places to explore.The game kept it's gta feeling.
Recommended to backup your GTA3 before installing this mod.I do not take responsibility for any damages or losses on your pc/game.
I now have 3 GTA3 versions - Normal,Modded,and one with this mod only.
Many of you know either this mod,or onepiece,which is famous for his GTA3 HD cars.
