I suggest that the LU Creators to put a script of radio that updates every week, that announce some of LU breaking news, and more, (if is so important) THat will be cool. Also i suggest on the train to put voices, (like train aproaching, but diferent) on the train stations, that put commercials like a Radio (like background effects)

I don't see the point in a news announce. Since there isn't much news to show I guess :P
The trains can be scripted, no need to be hard-coded.

Theoretically the news thing is already possible. You would just need to use the function that plays internal GTA sounds, but that would only play internal ones. I believe it's possible to play external ones that you make, but I'm not sure what the function for that is, if it does exist.

I think SugarD's right, that news is possible, although it is very hard to find the scripting about it, it is possible when you know the scripting of voices in trains (inside/outside) or commercials of radios and others.

I think you can do this by playing a .pls file, never tried it tho, but you will need a shoutcast server for that.

That's something completely separate that right now only SA:MP and MTA:SA are capable of.
