Maybe sombody's make a forums rules ??? On all forums what im saw are rules, but here not ;)

Well I guess that forum rules appears as soon as someone does something that not are liked by other users/admins.
and cause this forum is young so would there take a little bit for the spammers to come,
as it is now, there is no need for Forum rules, but times are changing.
A few
1- No double post, basicly this reduces the spammers. and users that only want to increase theirs post counts and so on
2- No bumping, a topic that are old are also dead.
3- No harm to other members, this one is one of the most obvisius and means that you aren't allowed to say anything bad to another member.
4- No double acounts, this one is normal on other forums, but I can't belive why anyone would have 2 acounts?!
5- something like avvatars and signatures rules? Maximum sizes and file formats jpg, gif etc etc
I am new here and trying to help, and I am sorry for my bad english but I am trying to make it better

Golden gun, all those rules seem pretty fair.. ill sticky them in a topic somewhere & your english is prefect lol...

8- keep on topic, I mean I hate/don't like members that can't keep on the topic's subject.
9- not posting post with nonsense, like hi I am new, cause they are pointless for other users, if you want to introduce yourself, do it with honor. but things like look this out is OK as long as it is posted in the right forum...
10- a rule where they say that; theese rules could be changes at anytime and it is your duty to know about them, cause a rule like that makes it impossible for a member to say "I didn't know" etc, etc and if any rules are changes send a PM to all members or post a news so all members have been informed.
And all of theese rules should be in a locked topic on the top of all forums where all rules are in one post.
It makes it easier to read. And viewable to evryone.

I dunno :( . Maybe it's comin' from your browser. I'd never had a problems with login'-in (exept when I'm banned someware ;)).
EDIT:
1 Are you sure you can spell right your password and username?
2 Are your coocies allright? (that's inporatant thing when it comes to auto login or account configurations)
3 If you have more than 1 browser installed try to test how this site is loading in the different browsers
