Title: Can i enable civilians and police?

Next Weekend i want to start a LAN Game with GTA 3 and LU. We want to play it with police and civil-propelled cars. there are commands for the server.conf ?

That's currently not possible on LU

In other Ports? Or in other Gamesports, GTA_SA or GTA_VC?

It is not possible in any GTA III multiplayer mod that currently exists, nor any other GTA multiplayer mod at all. Syncing peds and cops is incredibly difficult and takes a lot of bandwidth. Currently, only the official GTA IV multiplayer made by Rockstar Games themselves supports this.
