I do not play on that server. But i do know that the server has a Black market at the portland docks(at garage door # 2 I believe, Try down There(hope that is helpful,.

I found out how to do it, a player called JPTAILS told me, first need a car that you own & you need to go to "Liberty Customs" & select "Change Vehicle Plate" & it cost $10,000

Unfortunately I do not have the time to watch plates change or to spend that much money/time,. As I am Rather Busy.
