Because If someone shows disrespect to LU Developers/Testers/Scripters & Players - All the time - they should not be able to play in Liberty Unleashed (at all).
It's my opinion.
You are writing that like I disagree with you, when I think its to everyone's opinion that nobody who tries to degrade LU or its servers should be allowed to keep playing. Just I think you can agree LU and its players need to be careful in how situations like this are dealt with. I have confidence the developers know whats best.

A global ban list could only work if there was regular evidence to support the need for the user to be banned. Despite different rules for different servers as explained above, not every admin is trustworthy in themselves. I could imagine a lot of threats, bias, and corruption by admins who ban people they just don't like.
I still think a reporting system is best. Say for example, if the user is reported more than 5 times for serious reasons, they could be put into the system. Either way, a global ban system would need to be operated by LU developers as far as I'm concerned. People can't be trusted managing it themselves.
In this case, letting people choose who they want banned on their own servers is good enough for most players and servers. KAS is a bit of an exception because he indiscriminately wants to wreck servers and prey on players. Most people don't act this oddly.

I didn't really support banning KAS until now.
He's been crashing a lot of servers now, even those that are populated, bragging about his ability to do so. That's when he isn't spamming or lagging the place up to avoid bullets. With a small online community its hard to avoid coming into contact with him, and he is very unpleasant to the point I've witnessed people leave servers angrily. Its not a thing a place like this could do with. I think I speak for everyone when I say there is no want for a person who makes it their business to put people off playing, when ideally it'd be good to attract more players.

My brother loved Chatterbox. I got bored of Chatterbox pretty quick because its replay-value is very little. I listened to LIPS a lot but got bored of that, so I made my own radio station and just replaced the files LOL. Occasionally I use MP3 but that isn't a station really.
EDIT: Currently my favorite default station is Double Cleff. Its relaxing to listen to and makes driving like a psycho seem elegant and cinematic haha.

My native computer resolution is 1366x786 (I think GTA chops the sides off a little with a border though).
Unfortunately you seem to have positioned the graphic on screen based on a static value. In web design when you create a website, all content has to "float" so it can be put to the center of the screen regardless of your screen size. They call that a "liquid website" because it can move and adjust like water.
