So... Let me show you why the new players leave LU after first playing time.
Ok, so the main priority of new players is to find a server with a lot of people - there is - "Mess about server". This server is official without any moderators/admins who can warn players for breaking rules. For example "Shnurok" has 2 lvl but unfortunately without kick/ban command. He was standing next to faggots which were spawn killing me and he didn't do anything. He could say: "Don't spawn kill. It's not allowed!". But no, they are his friends from his country - they can't be warned, they can't be kicked... It's so annoying. I'm playing since 2 weeks and I'm watching them, their playing methods, their behavior towards other players. In my opinion they should be warned/banned on official servers on 1 week.

Regular players prevent newbies from playing by spawn kill, heal while fighting, following them with /goto command.
And ofc I vote for demote 'Shnurok'. If I have more time, I'll record their another BAD behavior.

This is one of many reason. I agree with you. Next reason can be missing /commands and /help or /about comannds. Newbie always don't know how to spawn car, weapon and etc.

3. All players who do spawnkilling, typekilling, spamming health cmds, others.
4. All players who are saying "please don't cry", very insulting.

2. All players with good morals when playing.

Happens to me too... what about a shared ban system for all servers? :) Banned players will be banned from the whole LU.
And some turkish players suck also in general, like koray in vc-mp...

Generally John_Michael, if we use your awesome tutorial, we will be noobs like them. It's not good behavior too, it'll look like evade.

Yes, fighting the spawnkillers/rulebreakers and loosing time to play for your fun... thats' not an option.

I agree with all what you wrote but also the reason why few are playing is coz nobody haves or wants to have GTA3,most of the "gta gamers" play GTA:SA or GTA:IV coz its "new"

Shared ban system = bad. Innocent users can be wrongly banned, and the whole system will just attract a bunch of controversy.

As Thijn said, we planned a global ban system for LU a long time ago, but it currently doesn't exist. The plan was to have it for only the really bad users (well known cheaters etc) and have it as an opt-in on the server.
Anyway back to the point, i have just threw a script together for a /votekick system in the mess about server. All users have access to this and atleast a third of the players in the server must vote 'yes' for the player to be kicked. I will be expanding on this in the next few days to add voteban to low level admins, as well as votemute.
I may even add a votejail or something similar.
I hope this will cut down on spawn killers and hope it will not be abused.

Sure. Cheaters are cheating for a reason too - they want have a fun in playing and be a pro in statistics.

They will be able to abuse vote kick command.

hm.... more players, you can see Infam0uZ at video, next is AlexMahone (he was killing me soon), and sometimes MaJLb4y7aH plays like maniac, if somebody don't believe me, I have log from chat.

Well as far as dynamic IPs go, I would suggest implementing a client serial system like MTA:SA does, if there is not one already.
A global ban list is just really a bad idea and never ends well - it only takes one rogue server operator/admin to ruin someone's day. Of course an appeal system would be in place - but its still inconvenient for the player that is wrongly banned.
The best way to combat rule breakers is to have active admins on duty. That's about it. Ohh, and to try to script ways to prevent abuse (command and chat antispam, for example).

The true is that servers don't have very active admins, so I see admin on server one for Hungary year (the Slovak sentence for "very long time")

Shared ban system will kick ass, it must be turned ON always without an option off. Afaik these kids are trying to set up their own servers, it would be nice to know they are banned on 'em too :D). Btw this won't affect LU's popularity or a playercount in a minus as they even aren't players.
About dynamic ips, just ban the subnet (mainly for russians and known cheaters), smart enough have a brain to make a ban appeal and there will be much less russian mean schoolboys. And please, don't hesitate about subnetbans/bans/adding a player to shared banlist, based on what I saw in vc-mp, too much tolerance for cheaters/rulebreakers/faggots just suck.

Just because 1 Turkish player might be breaking the rules in-game doesn't mean all Turkish players are like that.

Definitions of a Spawnkiller:
1. The lowest of the low....a player with so little skill at a game that they resort to killing other players as they respawn in an effort to score some frags. Generally despised, an insult in itself to anyone who does not indulge in it.
2. In any Mulitplayer FPS, a player who waits for the opposing team's players to regenerate in a predetermined point, and launch an attack on them as they come out of the point back onto the playing field.
People just ragequit because of spawnkillers these days. And spawn protection sometimes cannot protect those spawns from spawnkillers. Spawnkillers actually want free kills as well as free scores to add them in the statistics to become such a pro. And I really don't want to be one of them.

@The shared ban list idea: An option to turn off would actually be something I'd see as required if it were added. Control over what bans go into it too would be a good idea. Some servers ban users for reasons that wouldn't be valid on others, such as a user being banned in a RP server for massive deathmatching, or a hacker being banned from a deathmatch server that also plays in a server that allows hacking.

The reason few people are playing is because its a small community, deeply divided for no reason. You all are concerned with your clans, your "pride", and what you consider just & unjust to the point where you forget it's a game. I see it all the time. If you all banded together to grow the community, then it would be acceptable to feud like everyone does now.

It kills the spawn cycle in a LU. Russian players (we) do not like when using a tank or M16. For a start the spawn kill. People who get killed on spawn are starting to use tanks and M16. This is sad.
