It currently doesn't support Steam, however it has in the past. Because Steam and Rockstar Games changed the way the Steam executable works, it's no longer compatible. You can get around this by legally using a No-CD executable that goes with the retail disc version of the game, but make sure to back up the original or you can't play GTA III with Steam when not running LU.

Sorry for up, but LU can work in Steam version like 4D1 (fourdeltaone) for work executable with Steam and Mod Multiplayer
