There are plans to support unicode, but it requires a lot of the code to be rewritten. So not something you can expect to happen anytime soon. Main priority is on fixing bugs.

There is no rule forcing people to speak English. Although it's the preferred language, it's not required.

Make a suggestion on the bug tracker. I'm a Tester, not a Developer. :P

Like Thijn said, multi language support within LU itself is difficult to do, involving a rather large rewrite of most of the base code so it definately wont be in any 0.1 build, maybe not even 0.2 but that is to be decided.
As for having translations of the browser, that isn't that hard to do but it does have problems such as what languages to add and getting translators for it, since only one of us developers speak another languages and that is Juppi (because he's Finnish). If we were to add translations into the browser then we will never be able to satisfy everybody because there are far too many languages to support.
Plus, as a test i set up translations on the Wiki a while ago and not many people bothered with it. Currently there are 5 language options which are English, Spanish, Portuguese, Dutch and Russian (although the russian actually has no translations atm)
We know that it is mainly non-english players playing LU currently but it is far too much trouble to add extra languages and full unicode support for such a small userbase. If LU grows a bit more then it may be worth the effort but for now it's not.

If you can make a language plugin system, it's possible that the community could be given a "SDK" for making translation plugins for it which could be posted here on the forums for others to use.
