So... Let me show you why the new players leave LU after first playing time.
Ok, so the main priority of new players is to find a server with a lot of people - there is - "Mess about server". This server is official without any moderators/admins who can warn players for breaking rules. For example "Shnurok" has 2 lvl but unfortunately without kick/ban command. He was standing next to faggots which were spawn killing me and he didn't do anything. He could say: "Don't spawn kill. It's not allowed!". But no, they are his friends from his country - they can't be warned, they can't be kicked... It's so annoying. I'm playing since 2 weeks and I'm watching them, their playing methods, their behavior towards other players. In my opinion they should be warned/banned on official servers on 1 week.

Regular players prevent newbies from playing by spawn kill, heal while fighting, following them with /goto command.
And ofc I vote for demote 'Shnurok'. If I have more time, I'll record their another BAD behavior.

This is one of many reason. I agree with you. Next reason can be missing /commands and /help or /about comannds. Newbie always don't know how to spawn car, weapon and etc.

Happens to me too... what about a shared ban system for all servers? Banned players will be banned from the whole LU.
And some turkish players suck also in general, like koray in vc-mp...

I agree with all what you wrote but also the reason why few are playing is coz nobody haves or wants to have GTA3,most of the "gta gamers" play GTA:SA or GTA:IV coz its "new"

Shared ban system = bad. Innocent users can be wrongly banned, and the whole system will just attract a bunch of controversy.

As Thijn said, we planned a global ban system for LU a long time ago, but it currently doesn't exist. The plan was to have it for only the really bad users (well known cheaters etc) and have it as an opt-in on the server.

Anyway back to the point, i have just threw a script together for a /votekick system in the mess about server. All users have access to this and atleast a third of the players in the server must vote 'yes' for the player to be kicked. I will be expanding on this in the next few days to add voteban to low level admins, as well as votemute.
I may even add a votejail or something similar.

I hope this will cut down on spawn killers and hope it will not be abused.
