How are you running GTA III/LU in windowed mode? If you are using a mod to do this, that may be why.

Try installing 0.1.0.10 (and then 0.1.0.11 when it comes out) if it's still not fixed.

Liberty-Unleashed Browser:
"Tools\Settings" and check "Windows mode" box.
It works (I have 0.1.0.10), but you need set smaller resolution before you run LU (for example in Singleplayer menu).
