Depends on, by development? Yes, we know that we're really lucky if we're gonna get an update, and it's been this way more or less since 2012.
by players? Almost yes, there are very few stable players and less newcomers compared to the past, maybe we can hit 10-15 at the same but it's quite a rare occurrence.
by community? No, we're all in Discord and the group is the most active I'm in and there are no toxic elements.

So I gotta say, long live the Discord group since it pretty much became more LU than LU itself

Dead? Not really.

Forums are still active. Discord is still active. A few servers are still running. A few people play daily. Pretty much the same as it has been for the last few years. It fluctuates, so we'll probably see some burst of activity soon before it slows down again.

Opinions on this topic fluctuate, I think. A lot of people think that it is dead and some don't but I guess that depends on what you think is dead and what you think is active. Personally, I think it's been 'dead' for the last couple years in the fact that the amount of players on servers are low compared to VC-MP and SA-MP. But it is active, like Vortrex said: the Discord is still active, the forums are mostly active and occasionally a bunch of players will jump into servers. But that activity slows down sometimes.
