Why I have only 30 fps in GTA3:LU?
I can't turn off frame limiter in game.

You can not turn it off in LU, you must start base game and turn it there.

all Screen Resolution Options can only be changed on Single-Player game mode

The frame limiter is set to that because anything higher bugs out the game.
