I have an idea for swimming in LU.
I saw a free view camera here(http://forum.liberty-unleashed.co.uk/index.php?topic=399.0) and i think that is possible. When player enter water the free view camera will be on but player will be able to go only left or right(not through walls, water etc) and forward. I am bad at scripting so someone should do this.

One issue you still have to deal with is the fact that players drown in water in GTA III. If you can get around this, then theoretically it could be possible.

His idea requires a timer to constantly heal the player, though. Normal "god mode" immunity still doesn't protect players from drowning in GTA III.
